Ingredients

  • 1 tablespoon olive oil
  • ¾ cup yellow onion, finely diced
  • 1 rib celery, finely diced
  • 2 cloves garlic, minced
  • 1 lb. ground beef (85% lean)
  • 2 tablespoons flour
  • 1 tablespoon tomato paste
  • ½ teaspoon dried thyme
  • ½ cup chicken broth
  • 1 cup brown gravy (see Notes)
  • Salt and pepper, to taste
  • 1 cup frozen mixed vegetables
  • 3 cups mashed potatoes

Instructions

Prepare the Mashed Potatoes

Make your favorite mashed potatoes or follow a homemade recipe to yield 3 cups. While the potatoes are boiling, prepare the filling.

Make the Filling

  1. Heat olive oil in a large skillet over medium-high heat. Sauté the onions and celery for 3 minutes, then add minced garlic and cook for 1 minute.
  2. Turn the heat to high and add the ground beef. Cook and crumble the meat until fully browned, then drain the excess grease.
  3. Reduce the heat to medium-high. Sprinkle the flour over the beef and stir to coat evenly. Add the tomato paste and thyme, cooking for another 1-2 minutes.
  4. Deglaze the pan with chicken broth, scraping up any browned bits from the bottom for added flavor.
  5. Stir in half of the brown gravy, followed by the mixed vegetables. Cook until heated through.
  6. Season with salt and pepper, adjusting as needed. Add more gravy if desired for extra richness. Remove from heat.

Assemble the Shepherd’s Pie

  1. Preheat your broiler to high (550°F) and position the oven rack about 5 inches from the heat source.
  2. Lightly grease a 9-inch pie pan or 7×11-inch casserole dish. Spread the filling evenly in the dish, then top with the warm mashed potatoes.
  3. Use a fork to create decorative lines or ridges on the potato surface.

Broil to Finish

  1. Place the dish under the broiler and cook for about 5 minutes. Watch closely after 2 minutes, as it can brown quickly.
  2. Remove once the top is golden brown. Serve hot and enjoy!
